Camos, you have got to do better than this. Palestine is comprised of two parts ie the West Bank and the Gaza strip.

The West Bank comprises the most of Palestine and is the larger portion of Palestine while the Gaza strip is just a small area.

So 2/3rds of a small area means what? That the Israelis ain't supplying quite of electricity to Palestine.........sometimes for free?
