Isn't it too early in the delivery to measure the degree of the "kink"? ... his upper arm is still parallel to the surface
i.e. from there isn't it still quite possible to straighten out the arm action
in time !!!

Bro, thats the definition of pelting.
The straightening.
If he was to complete the delivery with that same bend or whatever you called it then it will be perfectly legal.
But once you have a bend in the delivery stride and you straighten just as you are about to let go the ball then its just a question of is it within the 15 degree limit.
