But you are not phrasing your question properly.

"Why would a cricket body want Narine to play in a domestic league?"

No its stated correctly.. If your deliveries are illegal you should not be allowed to play until its fix.
So get it fix with coaches and biomechanical Specialist before

He is allowed to bowl and the umpires reports are then sent to the ICC. Then he can request retesting and if he passes go back up the ladder.

Alternatively he is withdrawn because there is zero improvement.

Again Allan the ICC's ruling affects all formats that have a relationship with the ICC. He was tested by the ICC and banned by the ICC.

If my driver's license was suspended in the US I would hope that I would be able to drive in Jamaica on a valid Jamaican license.

Narine was banned for bowling one of his deliveries illegally...after an intense period of rehabilitation he now bowls all of his deliveries illegally... lol

Well if you are suspended or ban for drunk driving and killing someone in the usa, i would hope if an international regulator or body stands in judgement, you should be stop from driving everywhere... including dysfunctional jamaica...

Would you trust any of those T&T bowling coaches after what he is going through at this juncture?

I would suggest Narine come to Barbados and let the real fast bowling coach fix his bowling action.
