With everyone refusing to play them, they should've at least lost ground due to inactivity.

No. We stayed on 8th place, but we slipped from 76 points to 65 points. This is a drop of 11 points- close to 20% drop.
You have to look at two numbers- the ranking- which is what you only looked at, and the points, which you did not consider- thus you comment.

Not really Drapes. They are not inactive as their home games are played in Arabia and they do still tour.
Their Test runs has been pretty impressive over the past 4 years.
It is India who I feel is fortunate in this round.

Vast difference between 7th and 8th position that it will be an uphill fight just get to 7th position and with a team almost devoid of experienced players, doesn't look good even for the most astute opportunistic mind.
