Trump if he continues to fail. There's a significant number of Republicans in Congress who don't care for Trump. Remember, they were forced to accept Trump when it became apparent that he was going to be their nominee.
If Trump continue to fail, these career politicians could start looking out for themselves, instead of being taken down by an unpopular President.
