Remember that Barbados gave retainers to its regional players to allow them to give up their 9 to 5 jobs before Cameron expanded it through CWI funding.
Sir Garfield summer tournament currently on has been running for a while exposes the youngsters to the social side early in their development phase.

I really do not see your system as any superior than the J'can Inter-Parish cricket competition; The inter-county tournament; Senior Cup cricket; Rural and City High schools and Primary schools cricket tournaments. Not to mention the many clubs and Business house cricket for all ages.
Please do not flatter yourselves for I visited St.Vincent and the youths there have an elaborate development program, the fact that they are not been selected for WI duties has nothing to do with their program.

Bajan olayers, whether by design or coincidence, also played the most first class circlet in the region
There was the Barbados team playing FC cricket
CCC was largely made up of Bajan players. The justification was that as the team was based in Barbados it was difficult for players from elsewhere in the region to go to that campus
HPC was also based in Bim and similar reasoning was advocated for this team generally having more Bajans than players from the other regions
So while players from other territories were mostly restricted to their one home team, Bajan players essentially had 3 teams they could and were selected to
There's no more CCC and HPC, which in and of itself is interesting, but the "foundation" has been laid
