Democrats and Republicans have internal polling, if they see a President and his policies are unpopular, the more they are going to attack.
That is what Republicans did to Obamacare, they never gave their voters a chance to like it, but some Republican voters got a taste of Obama and don't want it to be taken away. So now, it's not only Democrats that are opposed to repeal.
