West Indies has been fined for maintaining a slow over-rate during the first One-Day International (ODI) against Sri Lanka in Colombo which concluded on Sunday, with Jason Holder also receiving a one match suspension for the offence.

David Boon of the Emirates Elite Panel of ICC Match Referees imposed the fine and suspension after Holder’s side was ruled to be two overs short of its target when time allowances were taken into consideration.

In accordance with Article 2.5.1 of the ICC Code of Conduct for Players and Players Support Personnel, which relates to minor over-rate offences, players are fined 10 per cent of their match fees for every over their side fails to bowl in the allotted time, with the captain fined double that amount.

As such, Holder was fined 40 per cent of his match fee, while his players received 20 per cent fines.

As this is Holder’s second slow-over-rate offence within the last 12 months, having previously been found guilty of a minor over-rate offence in the fifth ODI against South Africa in January, he also receives a one-match suspension for the next match in the same format of the game, meaning he is suspended from the second ODI, which is scheduled to take place on 4 November in Colombo.

Holder pleaded guilty to the offence and accepted the proposed sanction, so there was no need for a formal hearing.

I think it's good that the other players were fined in addition to the captain. All players should share responsibility for keeping things moving at a good clip on the field. If the captain forgets about the over rate, the other players should remind him. Of course, Holder would probably be playing in the next ODI if he had bowled Marlon Samuel in the last ODI.

That is why teams sometimes sacrifice best strategy and use slower bowlers to keep their over rate on par. It's not rocket science just common sense and part of what makes the game interesting and competitive

True but that is the problem in close matches. Your 2 overs by the inexperienced slow bowlers can just change the game completely.

At the end of it 2 overs i just a matter of 10 mins...

Are incidents of batsmen changing pads or bats during an innings or frequent chats by batsmen in between deliveries taken into consideration?

Or does the blame for slow over rates lie solely with the bowling team regardless of what other factors may contribute to the situation?

It may not have applied in this case, but what about when Gayle or another power hitter constantly lick ball into the stands and play is held up to retrieve the ball each time. Is that taken into consideration?
