Did the umps break ICC rules by starting late?

Could the BCCI have ordered the umps not to start the match until there was TV coverage to India?

Umpires - LS Reifer (West Indies) and JS Wilson (West Indies)
TV umpire - N Duguid (West Indies)
Match referee - RS Madugalle (Sri Lanka)
Reserve umpire - PA Gustard (West Indies)

TV to be blamed for this one.

Just like any prime time game in the US . India is the same.

No spot betting without live coverage. The bookies probably made a killing this weekend. What with the insane last over yesterday, defending less than 10 runs in the last over on the friendliest of wickets of wickets, and then this.
