HEADLINE: WICB explains new NOC surcharge

St John’s, ANTIGUA - The influx of various domestic Twenty20 tournaments raises an interesting opportunity for a player to significantly maximize his earnings. WICB however, having invested in developing a player’s talent, is not able to realize a return on its investment if the player is not available to play in local tournaments, which would allow lesser experienced players the opportunity to face more experienced and skilled opposition, thereby improving on the standard and competitiveness of the domestic tournament.
In addition, the player is unavailable to mentor and develop younger players and to otherwise contribute to the overall growth of the game and its development infrastructure. It has become a system that disadvantages nations like the West Indies which have traditionally developed players who are particularly skilled in the shortest format of the game. In the end, it compromises the standard of the WICB’s international team and that team’s performance internationally. The primacy of international cricket is threatened (Article 32A, ICC Regulations).
The Professional Cricket League (PCL) four-day and Super50 tournaments along with being able to offer contracts to 90 additional players in the first-class category are a direct benefit of this agreement. This also includes the Caribbean Premier League (CPL), the region’s domestic Twenty20 tournament.
The Board of Directors of WICB, has taken a policy decision on the issuance of NOCs, to which it has communicated its stance to all ICC Full Members’ CEOs and Presidents.
The WICB will levy a charge for the granting of an NOC for West Indian cricketers seeking a release to participate in Leagues outside the jurisdiction of the West Indies.

This is perhaps one of the fastest PR that has ever come out from the WICB in response to fans upheavals.
Good on the PR team there.
That said what they wrote above is just PR BS.
If a player plays in say 5 leagues a year and you get 10 per cent per league that's 50% you've earned as the WICb
If you are now asking for 20% and the player only plays in 1 league you get 20%
Want all get none at all. that's what it seems like here, you have the WICB trying to work the players down to the bones while they sit around and contribute very little to the game on a whole.

Sounds like modern slavery...
They done nothing to develop Polly who has played IPL,for years.
They fire him and he has no contracts at all with him.
They say he needs their permission to play and they want a bigger cut of his money? If he doesn't agree he can't play anywhere!
The courses will eat that one.

I understand where you're coming from but yuh maths lil dodgy. Using your argument,
If Pollard plays in 5 leagues giving up 10% earnings in each league = 50% earnings by WICB, then Pollard playing in the same 5 leagues giving up 20% earnings in each league = 100% earings for WICB. That's not accurate at all.

... that's still 10%. However, 10% of 5 league is more than 10% from one league.

While we do not wish to act in restraint of trade, we must seek a balance to ensure that there is fair and adequate compensation for the investment made in the players. What WICB seeks is some compensation to recognize the investment made into players, an investment from which another Full Member is benefitting.
No Objection Certificates (NOC's) were mandated by the ICC in 2011. At the same time, IPL agreed to give member boards a 10% cut of that board's players remuneration to "preserve the primacy of international cricket and compensate member boards for their investment in the players"
Kieron Pollard made his IPL debut in the 3rd IPL season in 2010. He was signed then for US$750,000
Let's say his salary remained at US$750,000 from then to now (it didn't...he reportedly now earns US$1.45 million per IPL season)...but for arguments sake, we'll use the US$750,000 figure AS A MINIMUM
The WICB would have therefore collected AT LEAST US$75,000 per year for the past 5 years = a total of US$375,000 as compensation for their investment in Pollard's development.
Did the WICB invest US$375,000 in Pollard's development? Did they even invest US$75,000? How would that investment be measured for a single player?
And that's just from IPL only. This doesn't factor in the compensation they have also received from Big Bash, Ram Slam, Bangladesh Premier League etc.
Ironicallly, despite being repeatedly ridiculed and chastized as being disloyal, mercenary, and selfish, West Indies players that participate in foreign T20 leagues are a major source of revenue for the WICB.
It appears that the WICB is gambling that players so want to play...that they will accept this blatant shakedown and not retire from the sport.
But if the players retire....or the rules change where it's now fine to retire from international cricket and play T20 leagues around the world immediately (I think Brendon McCallum is doing just that...although I would think with the blessing of the Kiwi board)....then that's a dangerous game to play
Where else will they be able to generate that kind of revenue?

Point taken, but think about the damage to the Windies brand in not having the best players parading their skills for the region - that's priceless
Moreover, my info is that foreign boards are asking for the same 20% when their players play in CPL

How is that relevant when a player isn't selected for the West Indies team?
Or are you confirming that the West Indies team is intentionally being selected without it's best players?

$75k sounds like a lot but to send a player to oz to play a tournament ; factor in business class airfare, accommodation, meals travel to and from games, kit etc. $75k per player may be spent on one tour!

What is the case if the T20 players retire from international cricket?
I believe they are not allowed to play for 2 years after retiring from international cricket.
This is to allegedly preserve the primacy of international cricket by stoping players from retiring from international cricket so that they could go play in foreign T20 leagues.
That's my understanding anyway.

even if and when that figure is correct , the WICB takes players on tour to help it make money, not for the sake of a player.

If they don't make themselves available for selection is my point!
Right now, players saying they don't want to play test because of dis and dat, before, all with a bruk back they would be willing to play for the Windies
And certainly, at times, the best players are not selected
The WICB must give them the NOC and drop the 20% in dem skunt
