It's pretty obvious.

It can't be that hard but that's how we do it in the c'bbean.

Then they'll be called when they get to international level.

Umpires do not call players for throwing nowadays.

They report them for suspect actions. Video footage is also required as part of the reporting., With our one camera scenario all dat regional umpires can do is report the players to CWI and we know the history of those actions.
