How do so many dodgy bowlers live so long in West Indies Cricket? Are the umpires afraid to call or just blind? Are the coaches just incompetent or asleep at the wheel?

If he bowls thinking his action is legit he can't be held to task for that.
The competency of the umpires and coaches is the real root of the problem
