Yes, it looks like the Antiguan Gov't did not think-out the significance of the gesture they are about to do. They will now be question about who else is deserving of the same treatment.

Sir Viv is by far the more significant figure and is a national hero
It's a pity that he is not in a position to turn it down and advice the government to spend that money on the people who need it more.

Pity is a strong word or sentiment in this case. Anyway if he he is in a position to turn it down according to your statement the chances of it reaching the people that need it might be slim.
