The Corporate entity is actually Windies.
Caricom, based on legal advice views CWI as a private entity and have built their case for restructuring on this legal advice. The prevailing view in Caricom is that as a private entity and as currently structured (CWI) cannot and must not be allowed to manage the public good.
I can see where Dave Cameron is heading with this and the obvious pitfalls.

You just reminded me about an exchange that occurred during the recent forum in Barbados.
A lady stepped up to the microphone and asked, "Mr Skerritt, do you believe Dave Cameron is a dictator?"

Like musicman said, he rebuked Caricom Prime Ministers by stating, and I am paraphrasing here, Caricom cannot interfere in a private entity.
Now as result of the Indian Supreme Court ruling that cricket as a public good should not be managed by a private entity (BCCI) and this ruling was relied upon by the Bariteau Report. The only obvious wiggle room is to say now, CWI is not a private entity.
