I was listening to Larry Summers the other night about this tax law and he said that the Secretary has also relinquished the rights to the IRS commissioner to make any such decisions on these requests. To retain those rights he must provide 30 days notice. So they might be stalling for time and Mnuchin may already have broken the law.
