Prior to the 2019 ICC Cricket World Cup, the West Indies were—quite seriously—being touted as dark horses for the 50-over tournament. However, there were—admittedly, in hindsight—too many uncertainties, within the team itself, for the Jason Holder-led team to go all the way. Even more so, considering the difficulty with which other teams, which operate at a higher level of competitiveness, such as New Zealand and England, encountered before securing their semi-final spots.
On paper, the West Indies possessed world-class players and talents; on the day, however, whenever the conditions and situations these players and talents were required to negate, were anything less than ideal, they were unable to negotiate successfully. Therefore, the West Indies' only win, for the first eight games of their campaign, came on a bouncy wicket, where their go-to--short pitch bowling--was rewarded; which resulted in a short-lived and pressure-free run chase.

The confusion in how to approach team management was cause by the changing of coaches just before the tournament started, the new head coach came to the WC with experimental ideas and no firm plans, but the new President who could be blame for some of the confusion will be excused as he is new on the job.
There is an argument on a local radio station which tries to say that the players are not "limited in cricket knowledge" and that they jus do not have "the skill set". Example: the skill set to rotate the strike. This therefore leads them to lash out. I disagree, as I have seen on other occasions where they have shown the skill-set, yet turned up at the world cup looking clue-less. What say you?

I think being limited in cricket knowledge (lack ah cricket brain) leads to not applying the right skillset efficiently and correctly. That with a mix of poor on field leadership.
A good example is look at Michael HoLding commentary. He would say he feels windies bowlers need to mix up line and length and try the Yorker. Bet you last dollar these bowlers would be bowling short wide bouncers all innings.
