Spanky and crew might choose to emulate the Yardies of yesteryear.
Their solution was to pick up the Homeless from the resort areas (or close to) and truck/bus them to remote areas. Out of sight, out of mind.
I'll bet Sanctuary cities would be the first considered destination for this crew.

Do you remember the case of Eleanor Bumpers here in NYC? A woman eating her own feces, fought to stay on the streets instead of being put in a shelter.
It's a tough problem to solve, some want help some dont. Cant force them off the streets either.
But the government fails those who want help, because they squander resources on those who are willing and able to provide for themselves.

Come on maj, the resources squandered on the able-bodied welfare abusers are negligible.
At least when compared to the 'tax relief' welfare given to the rich. Or maybe you think that those guys are in dire need of bigger yachts.

It goes both ways..rich people dont need tax breaks, but they are the ones that create jobs and have an enormous amount of disposable income to put into the economy.
I don't believe the number is as negligible as you say. Think of all the people you have to employ to care of all needs, yes I know its job creation but it's for the wrong reasons.
