The series in Sri Lanka. Travel all the way for 5 days of cricket? Why not play a one-off test, or a short 2 test series as well? We hardly have any tests scheduled for most of the year, so get a game or two while you can.
We could have played a test against Ireland. And two against Sri Lanka.
Sri Lanka is currently playing a test against Zimbabwe. They can surely play 2 against us.

Isn't some world competition coming up soon?

Have all other teams stopped playing tests
It's all about finance, it is not financially feasible to play Test cricket in some locations when very few would go to the grounds to see it, eventually ODI's will take the place of Test cricket. Changing times.
A lesson or two in economics 101 will not hurt here.
Have a look at the Future Tours programme. WI has effectively been relegated to ODIs given our recent test performances and the realities of a crowded calendar.

I notice how that scheduled tour of Zimbabwe last October didn't actually take place.

Wasn't Zimbabwe still suspended at that time of year?
not senseless
but they could have worked for at least 1 test

Zimbabwe and Sri Lanka are playing a test match. Surely a West Indies Sri Lanka game would attract similar interest (if not more)?
An Ireland v Zimbabwe Test was just cancelled (the white ball matches are still slated to go ahead).
$$ a bigger factor than need.
