Re: High Commissioner to Guyana Ms. Lilian Chatterjee

I am writing as a Canadian Citizen of Guyanese birth to express my support for Ms. Lilian Chatterjee to remain as High Commissioner to Guyana.

I am aware that there are certain elements in and out of Guyana who wish to have Ms. Chatterjee recalled. Their motivation is based purely on their desire to stifle all persons and organizations that express concerns about the undemocratic behaviour of the de facto Government and their cohorts.

The diplomatic community and accredited foreign observers, without exception, have voiced their concerns about the lack of credibility with respect to the tabulation of the votes from the March 2, 2020 general and regional elections. The Guyana Election Commission (GECOM) and senior members of the de facto Government are frustrating the process as they are aware from the Statement of Polls (SOPs) that the Opposition Party has won the election. GECOM plans to conduct a month-long recount of the ballots, commencing on May 6 under measures that lack transparency and fairness.

The undemocratic forces are not only calling for the removal of the Canadian High Commissioner, but also for the removal of all the Western diplomats, including the US Ambassador, the UK High Commissioner and the EU Ambassador. The government has refused to allow the accredited international observers, including the Carter Centre and the International Republican Institute (IRI), from entering Guyana. They simply ignored repeated requests from Western Governments to allow the Carter Centre and the IRI to complete their observation of the Elections.

The de facto Government has demonstrated open contempt for the Western countries and their diplomatic corp. At the same time it has been fostering ever closer relationship with China, favouring its business ventures and emissary. Many of the top Government officials are heavily invested with China. The current cabal is prepared to sacrifice Guyana at the altar of China’s geopolitical hegemony in this Region.

Canada is continuing to play a critical role in the economic, social and democratic development of Guyana. Guyanese are grateful for this support. At present, Canada has generously volunteered to cover all costs for the transport and stay for three visiting CARICOM election scrutineer in Guyana.

I would like to state for the record that Canada and Ms. Lilian Chatterjee have demonstrated exemplary fairness and objectivity at all time in their dealings with Guyana. Ms. Chatterjee, like the other Western diplomats, has in no way disrespected the Government or people of Guyana. She is loved and respected by all Guyanese, except the few who are hell bent on silencing all democratic voices, including that of Ms. Chatterjee.

I share the sentiments of all Guyanese in saluting the good work of Canada and Ms. Chatterjee in fostering a prosperous and democratic future Guyana. Her recall will be a great loss to Guyana at this most pivotal moment.
