In theoretical politics and sociology courses it is defined as when a country cannot fo the following
1.Cannot protect its borders to a reasonable degree
2. Cannot impliment and maintain a system of tax collection and a tax regime
3. Forgot the third but i think it has to do with crime or something. Its been years since i completed that course

Knowledge of the History of the Country
they are Leading .
4. Leaders who do not read will always be making serious mistakes .
Especially those who refuse to read the Daily Briefings that He/She gets
daily .
5. Leaders whose knowledge of Countries of the World and their relations to their Country is at best non existence .
6. A Leader who is self absorbed in only how much he , his family and
Friends can enrich themselves .
7. A leader who is always fair to all
the Citizens in his/ her Country .
8. A Leader who tangibly demonstrates
that HE/ SHE Cares for the well being
of All Citizens in his/her Country.
9. A Leader who is beloved by ALL the
People in His / Her Country .
10. A Leader whose decisions are fair
to all strata of the populations in his/her Country .
11. A Leader who is an avid Reader of
Books about his/her Country and also other Countries that He /She has to interact with .
