Yes sanctions are a savage form of bullying, it has been used for hundred of years now and still it rarely produce the intended results, look at Cuba, Venezuela, Syria, Iraq and even Haiti. It just makes the common man's life so miserable and hard, that they have no time or energy to kick out the Government that is out of favor with the Super-powers.
