There PM is not head of government, just another Minister within the Cabinet. President is both head of government and head of state. Different system to other CARICOM nations

Allegations by the outgoing government, that they could not prove any of it in the 5 years they were in power, despite making a big fuss about it in public.

In other CARICOM nations the Prime Minister is the head of government but is not head of state and instead its a President or the Queen who is head of state. So as I said earlier Guyana who has a President who is both head of government and head of state is different system from other CARICOM nations

Most Caricom countries have Prime Ministers who runs the country affairs. A member asked earlier about the Guyana PM seeing allyuh have a President who run the country affairs. That is the obvious difference

At one time in history, Guyana had both a Prime Minister, Forbes Burhman and a President, Arthur Chung.

In 1980 the constitution was changed to make the presidency an executive post. Burnham won election as president that year.

Guyana does not recognize the reigning British monarch as Head of State for Guyana. The President of Guyana is the Head of State. Guyana has no British Governor-General and the Queen serves no functions whatsoever for Guyana, and does not appear on Guyana currency, postage stamps, etc. Despite the above Guyana is still a member of the British Commonwealth.

The President of Guyana fulfills the ceremonial and traditional functions of Head of State, AND holds the executive powers of the Prime Minister. The Prime Minister is effectively vice-President responsible for governance, with responsibility for managing the other ministers and for steering motions through parliament.

Norm, you do realize that we now have a sworn-in Vice President, Jagdeo; a sworn-in Prime Minster, Phillips; and a sworn-in Minister of Parliamentary Affairs, Texeira.

There is probably a humongous handbook somewhere that spells out such things. Some governments successfully keep responsibilities clearly divided, but sometimes there is unintentional overlap.

I imagine that the experienced Jagdeo has a clear view on how to separate the responsibilities of Prime Minister and the Minister for Parliamentary Affairs. Texeira is very experienced in the latter, but Phillips hardly has any experience in government. President Irfaan too has considerable experience in government.

At this point, I am getting the impression that Phillips has already served his purpose for the PPP (!), with the more experienced Jagdeo and Texeira running the Prime Minister show. Phillips might yet surprise us tho.

Guyanese,

I have seen the ‘declaration’ issued by the Chairman of the Elections Commission, Justice (Ret’d) Claudette Singh, SC, CCH, in accordance with the Constitution of the Cooperative Republic of Guyana (at Article 177 (2)), on 2nd August 2020.

I have stated, repeatedly, from the start of the electoral process, that the A Partnership for National Unity + Alliance For Change (APNU+AFC) Coalition would respect the lawful ‘declaration’ of the Elections Commission. I have never altered this position and I do now acknowledge the ‘declaration.’

The APNU+AFC Coalition respects the lawful consequences of the ‘declaration’ as announced by the Chairman of the Elections Commission. I maintain that the Report ordered by the Court and presented to the Commission contains significant anomalies and irregularities.

The APNU+AFC Coalition cannot endorse a flawed Report and will continue its campaign to ensure that the votes of all Guyanese are accurately recorded, tallied and reported.

The APNU+AFC Coalition will challenge the declared results lawfully, peacefully and purposefully. The Coalition asks its members, supporters and friends – who have been patient throughout our campaign and a prolonged legal process in our Courts – to continue to conduct themselves in a lawful and peaceful manner.

I express my appreciation to all Guyanese who have participated in the General and Regional Elections 2020. I thank every member of the Alliance For Change, Guyana Action Party, Justice For All Party, National Front Alliance, People’s National Congress Reform and Working People’s Alliance and everyone else who supported the APNU+AFC Coalition. They brought passion and patriotism to bear on the conduct of this important democratic exercise.
