Can a Test team be demoted

Not quite; but depending on how the rest of the WTC unfolds, the calls for Division 1 and Division 2 Test matches could grow further.
What this entire year has shown is that CWI has to arrange A team tours for WI to get our guys some international experience short of test cricket. If you look at the Cricinfo Live Scores board, you see that several other countries do A teams tours but we do not. If our FC level is not good enough, the only way to get experience short of test cricket is to play other A teams. All our batsmen and some of the young bowlers should be on such teams to get experience.

Unlike many on this board I do not post BS. If I do not know I STFU.
I vaguely remembered that Zimbabwe had stopped playing test cricket but I did not have the facts.SO I looked it up and within 5 minutes I got all the pertinent facts.
IN 2005 Zimbabwe lost 5 straight matches by an Innings and the 6th match by 10 wickets.They withdrew from test cricket until 2011 and they won their first match back by 130 runs against Bangladesh.
Zimbabwe taking a 'break' from Men's Tests was way more complex than just the team struggling to compete.

The International Cricket Council (ICC) on Thursday suspended Zimbabwe after the countrys cricket board, Zimbabwe Cricket (ZC), was unable to keep out government's interference with the board's administration.
This is for the first time that a Full Member team has been suspended from partaking in any form of cricket.
Many former and current players from the country have expressed disappointment and anger over the decision.
The African team has a forgettable history of events. While Zimbabwes Test cricket status was suspended in 2004 following withdrawal of players due to then-captain Heath Streaks sacking, the teams ban was lifted in 2005, when they played eight Tests.
However, they failed to play a single Test match until 2011 despite being eligible to do so.

the period 2005- 2011 was their choice,they could have played if they wanted as early as 2005.

there is the quantitative approach which Dukes likes and the qualitative which i prefer.
i have cautioned Dukes many a time that raw data do not mean much on its own. the qualitative often explains the qualitative as is the case here

What about having players prepared prior to A team tours. Could be used to feed the A team tours.
Why was Zimbabwe Cricket suspended?
Zimbabwe Cricket was suspended on 18 July after the board failed to ensure that there was no government interference in running the cricket body in the country. Cricket's global body during their meeting in London, issued a statement on Zimbabwe's immediate suspension after it was unanimously decided that the board had failed to fulfil their obligation to provide a process for a transparent elections and to ensure that there is no meddling from the government involved in its administration for cricket.
"Zimbabwe Cricket has been suspended with immediate effect. The ICC Board unanimously decided that Zimbabwe Cricket, an ICC Full Member, is in breach of Article 2.4 (c) and (d) of the ICC Constitution which imposes an obligation on Members to provide a process for free and democratic elections and to ensure that there is no government interference in its governance and / or administration for cricket respectively," the ICC said in a statement.
Are "A" Team tours part of the ICC calendar or someone has to agree to host you or conversely agree to accept your invitation to tour?
Is the ICC saying Ralph, Keith and Rowley not real politicians?
