The thing is the British politicians were never in any mood to change the state of affairs in SA. And the Americans under Ronald Reagan were vociferously against it.

What likely happened is the use of Commonwealth diplomacy with the Queen and Canada.

You will recall that Mandela visited Canada shortly after his release and Mulroney made him an honorary citizen of Canada as well as giving him some money. And when he asked for more, Mulroney was quickly compliant.
