The difference is that track and field is primarily an individual sport…football and cricket require a bit more technical nous to be applied over a longer period of time

Are we in position to send national (or club) U-17 teams to Mexico or US or elsewhere for tournaments that can elevate the game at that level?

Really? Then how does Track and Field work so well?
Clubs have an incentive to develop talent, because they receive a fee when that player is transferred, do high schools have that same incentive?
