T'was about time...
As well as adding time lost through natural stoppages, the plan is also to take stronger action against time-wasting -- both the obvious and the indirect. Anyone who commits a clear and deliberate act to delay the restart of play, to waste time or try to achieve a tactical advantage will now be booked.
Particularly, this idea of rushing refs which has become a norm and risen beyond unacceptable levels.
The sight of several players surrounding a referee to protest a decision has grown in recent years, and last season the English Football Association charged more clubs than ever before due to this poor behaviour.

I searched transfmarkt for update on Whisper's move and they have him as going to Chelsea's U18 in November. They need to upgrade that to the first team. They have an 80M pound forward from last season who is yet to score a goal!

Yeah, saw it. He can only do that by capping them. Lot of talk out there about top players in the EPL and LA Liga switching. I think he will cap Morgan Gibbs-White and Jacob Ramsey in March but those will be friendlies. They could still switch by Copa 24 in June.
