Is this a fair critique? What do Jamaicans think?

I'll say more later but after reading the first few lines I considered this, Tanzania population 60M with much larger land mass including many islands largest of which is Zanzibar 660sq. mls. has a net reserve of appx $7B. Yet, it has much more infrastructure. So except for natural disaster does JA really need such large reserves while infrastructure is weak or nonexistent and unemployment high?
