Minister Young names bidders for Pointe-a-Pierre refinery

The ten refinery bidders are:

• Columbus Refinery Trinidad & Tobago Limited

• CRO–Chemie-Tech LLC, DR Commodities Limited, Ocala Services Limited

• GN Fenceline Solutions Management Company Limited

• IEM Refining Company Limited

• Inca Energy, LLC

• Integritus Group Company Limited

• Nautical Partners Limited

• Oando Trading DMCC

• Patriotic Energy Services Company Limited

Sarge Enterprises Limited

The names of the people who comprise the Evaluation Committee appointed to review the submitted bids are T&T’s High Commissioner to London Vishnu Dhanpaul, Sandra Fraser (Permanent Secretary, Ministry of Energy), and Alternate Dexter Jaggernauth, Jimmyy Wong (Permanent Secretary (Ag), Finance Ministry), Selwyn Lashley (Strategic Energy Advisor, Energy Ministry), Vincent Perreira (former Upstream chief executive officer and energy industry expert), and Melissa Inglefield (attorney, partner at M Hamel-Smith and Company).

Young said each of the companies who submitted non-binding offers (NBOs) were offered the same access to the virtual data room in which all refinery-related documentation is lodged.

Equal opportunity for bidders in Pointe-a-Pierre refinery sale, says Young


ALL ten companies that submitted non-binding offers (NBOs) for the mothballed Pointe-a-Pierre refinery were given equal treatment and access to information, according to Energy and Energy Industries Minister Stuart Young. Young said all companies were given access to the same virtual data room with all refinery-related documents.He said all companies benefitted from a management presentation, at least one tour of the refinery with the opportunity offered for follow-up site visits, follow-up meetings after the May 10 submission deadline to discuss the individual commercial models with the Trinidad Petroleum Holdings Ltd and Scotia Capital (USA) Inc. teams, a July 31 deadline for all companies to update and resubmit NBOs after the follow-up meeting, and follow-up correspondences and an open line of communication with Scotia Capital (USA) Inc. for any clarifications regarding their project funding.

He restated the companies which submitted NBOs were Columbus Refinery TT Ltd, CRO- Chemietech LLC, DR Commodities Ltd, Ocala Services Ltd, GN Fenceline Solutions Management Company Ltd, IEM Refinery Company Ltd, Inca Energy LLC, Integritus Group Company Ltd, Nautical Partners Ltd, Oando Trading DMCC, Patriotic Energy Services Company Ltd and Sarge Enterprises Ltd.

Has Guyana been invited to this process? This would be a good time for Rowley and Irfaan to sit down together - Guyana has oil that needs to be refined and Imbert say the Treasury running low

I wonder why BP nor Perenco (formerly Repsol which was formerly BP[Teak-Samaan-Poui]) didn't entertain a bid?

When Texaco/Trintoc was running that refinery, things was going good. Following privatization, the Government run the thing down hill sad Yes - Jupiter, Malcolm Jones and the boys (Sarge, maybe you is one of them boys lol )

Next year is an election year. Imbert is being too passive at this time. He needs to be marketing the potential of this refinery.

I recently went to Ghana. I thought it would be what the western media paints as "Africa" aka "Biafra." This country has such natural resources and minerals from Gold, Diamond, Oil, Cocoa, agriculture. This place has the potential to explode into a self sustaining world leader. If Africa could get back to this idea in the 60s of a united Africa, the continent would be unstoppable!

Ghana even went to the IMF and instead of devaluating the money, they paid off the loan with Gold!

Back to the Guyana & T&T - not going rehash the dream of the Federation. Irfaan needs to learn the Lessons of T&T and not let Guyana go down that path. Keep the money in Guyana and not let these Expatriate companies take money out. Manage and know what your royalties are - learn from Libya.

Texaco was going to shut down the refinery; it had become outdated analogue systems, etc.

Boneheads convinced the T&T government to purchase this refinery 50,000 barrels per day from Texaco.

Texaco is still laughing at White Plains , NY, about how much these clowns paid.

T&T produces under a 50,000 barrel of oil per day and, at its peak, about 75,000 barrels per day.

Boneheads decided to rebuild an outdated refinery to 100,000 barrels per day.
They now have to purchase 50,000 barrels per day, approximately.
See a problem here?
Paying world price at an outdated refinery for oil.

Its difficult to be profitable unless you are in Singapore with disciplined workers.
Singapore has no mineral deposits, buys it at world price, and is one of the most profitable entities world wide.
They have lots of grey matter between the ear lobes.

Malcolm Jones saga

Then comes the less sulphur refinery bought from two Jewish boys from NY.
When it was assembled, two loops were missing, never engineered.
They called us, and I saw the refinery and declined.In correspondence, I mentioned it will never work.
Sold to a PNM faithful.
It has exploded twice and killed a Trini... owes hundreds of millions and over 30 million to T&T for natural gas.
Its now in receivership.

Guyana

Irfaan read proposals and followed advice to build a 20,000 barrel per day oil refinery in Guyana.
It most likely will use the Exxon process; we work with Exxon very closely.
He wants nothing to do with T&T refinery.

Going with Exxon to the Philippines in January 2025.

It definitely looks like Irfaan is smarter than George Chambers and perhaps Manning as well even though Manning was a Geologist.

So then we can't really blame Rowley and Imbert - they seem to inherit problem after problem.

That was a serious incompetent decision to manage a 100k/barrel per day facility when you would always be in shortfall. How did these guys pull the wool over the T&T Population with that? We talk about the government but seems like the Opposition was caught napping as well in not flagging a concern.

The land of my birth is a failed entity.

Billions of citizens money came in, and the bonehead governments got foreign entities to do teh work.

US dollars came in and immediately left for China, France , Brazil, etc....

When Rowley came in it had 12 billion US approx .....now 5 billion, approx

Idiot shortman Imbert is borrowing so much; who is going to pay back such US dollars?

The citizens are clueless; Imbert notes it NDA...

When you talk about the trend in the Treasury balance, no one seems to be asking the question "Where is the money going?"

There seems to be no transparency from Imbert as to how he is managing interest rates, debt and forex. Doesn't the opposition have Shadow Ministers? They should have someone micromanaging Imbert's actions and not let him get away with these issues.

How could two small islands get over 400 billion US dollars for Citizens minerals and have no water 24/7, high unemployment, poor health services, dilapidated homes, home invasions, kidnapping, extortion
6th in per capita murders , 14th in per capita crime, poor roads , poverty at 30%, etc etc...?

Manning once called Rowley "A raging bull" - seems as if he is not raging against the criminals.

They have this fella Hinds (can't remember his 1st name but he is the Laventille MP). He has some credentials and they say them bad boys fraid him. Why doesn't Rowley put him in charge of everything Security?

Rowley is a PhD Geologist (seems as if Geology is a criteria to be a PM in T&T) - he should leave crime to the experts.

Hinds is the biggest idiot in Parliament.
He is minister of national security.
When he visited his constituents in Sea Lots, they threw dirty water and chased him away.
He noted he is not responsible for crimes or murders .
Hinds has failed at every ministry afforded him by Rowley.

There is more, but why bother?

Notice most of the leaders in the Caribbean are graduates of UWI, Manning, Kamla , Rowley...rock heads .

Barbados PM is not a graduate of this institution.

OWTU is a nemesis to Management. These Expat companies stay far from Unions.

When they protesting, they enjoy themselves making pelau, soup and beating iron.

Wade Mark came out from the Union but like his voice got softer after leaving.
