That's an interesting idea. It would be illegal, of course, but respect for the law has gone out the window since January 20. Newsom may not be able to pull it off with private employees, but he could order that federal tax deductions for all State of California employees be put into a special fund that will not be turned over to the IRS until the federal government starts to respect California's "sovereignty". Trump would do the same with California state tax deductions from federal employees.

'Cept Fed govt. Cali is the largest government employer. If school districts etc are added...CalPers is the largest pension scheme in the country
A pause on sending CA money to DC would hurt most of the red south, heck; even some Midwest states bigly
