Nepal took their feet-off the gas... We are lucky to win a game against a less that stellar opponent...

I believe CWI was being magnanimous to Nepal and took a CALCULATED RISK, that even with the overflowing cricket calendar it was in WI cricket’s interest to accommodate the series in their schedule.
Benefits: Opportunity for young players on the radar to gain valuable international experience, away from home conditions.
Our young players don’t play nearly enough cricket so this would help in that area.
Generate goodwill with an associate member.
Cons: Hosein said that the Nepal team was training and playing together for 4 years so playing such a tight unit, in conditions that they are very familiar with, and WI with a team that was largely thrown together with no team preparation, was always going to be challenging.
Putting young players in a sink or swim situation. So pretty much set up to. Admins might counter and ask what other options do they have?
CWI may well have thought that the benefits outweighed the cons and even with an unprepared team, expected us to if not sweep, at least win the series.
They were wrong.

They could have easily named this team West Indies A, considering it could be viewed as a development tour.

Nepal the merciful. After all we were merciful to grant them the tour with 9 of our starters unavailable. So mercy breeds mercy, merci.

In other words they underestimated the Opposition and sent n unprepared, makeshift team to tour.

I believe so.
They took a calculated risk not expecting to lose the series.
