No, the team he played in was winning. His part in those wins were important not outstanding. In fact as the all-rounder @ #7 his stats may not differ much from Harper's in that '80's team. Gotta check

sammy played against mostly rash teams and failed against the teams that were actiually good for the most part. therev were no weak teams in the 80s in tests....perhaps SL and to a lesser extent india and australia(successive beat downs by the WI had a role to play in the decline of both sides but ironically had the opposite effect on Pakistan)
the next time Sammy had taken a five for, Ravi rampaul had already decimated the top order taking 3 for next to nothing while roach took the other wicket.

Sammy had about four 5-fers in Tests, in his very first Test he had a 5-fer against England, Baptiste never did than in 10 Tests. However, it might seem that in his days Test team were stronger but in Sammy's time teams became more advance in fitness and techniques, so things might have balanced out.

every team that premiered after WSC that participated in some way in the tournament were exposed to the now global standards of fitness. In the middle of the 1980s, the Australians were talentless, but they were a very fit side, Pakistan was as fit as the WI, which is why they gave them so much thunder, India and SL were lagging behind but that was it.
