I would say 99% of womens cricket lose money. Except for India, Aus and England, none of the other boards can sustain these losses.
If the ICC wants to mandate Women's cricket as a requirement, they should fund it 100%

The Revenue is not there for Womens cricket
That is contributing to losses across the board for all the teams (except India which I am unsure of)
Out of the big 3, there is no money to support this at grass roots level
Now we see there is not even money to support the mens game at Grass roots level
The women game may not be the only culprit for the losses but it definitely one of them.
