PM Rowley observes that criminal elements are ubiquitous throughout various sectors, including the Trinidad and Tobago Police Service (TTPS), Customs, Parliament, the corporate sector, the court, and the media. Hence, the responsibility of addressing the problematic issues lies with the entire nation, rather than being completely dependent on the Trinidad and Tobago Police Service (TTPS).

If PM Rowley possesses evidence of individuals within the TTPS who partake in misconduct, it prompts inquiry into the reasons behind the National Security Minister, Fitzgerald Hinds, and Commissioner of Police, Erla Harewood-Christopher, failing to undertake the requisite measures to identify and commence legal actions against said individuals.
