Dude Puerto Rico is a US territory, had two devastating hurricanes hit a major US city what do you think the Feds would ensure happen with waste/debris.
Puerto Ricans' blood, treasure and other resources have contributed much to America with not nearly enough to show for it.
Same projections used on Haiti and African Americans, never a mention that their plights are caused by French theft and American slavery, exploitation and being shoved into inner cities..
