They create fear to get people to vote against someone or something. This can be a very effective strategy to mobilize people to vote. It mobilizes people to vote, by proxy. If you cannot get someone to vote for your campaign, you can get someone to vote against the other campaign, it accomplishes the same goal.

Trump used this strategy against Hillary Clinton, she was portrayed as the most crooked, most evil person on earth. He also used this strategy by creating fear against Mexicans and Muslims.

You also saw this in the Florida Gubernatorial and the Mississippi Senatorial elections. In Mississippi, Hyde-smith reminded voters that she was running against a Black Man by invoking, "hangings".

In Florida, DeSantis mobilized voters by using the term, "don't monkey this up". This reminded voters that a Black Man could get elected if they don't get off their asses and vote.
