Its easy to say, "throw away the keys" but you have to look at why someone would do something so bizarre.

The answer is CLEAR - a person who should not be out in public without CARE. It happens often enough now that better needs to be done to protect this person and others from him/her-self.
The system(s) - continue to FAIL the broadest society. Examples like these show abject fackery that inefficient systems make happen again and again ... and again.
It's disgraceful when EVIDENCE exists that this "type of ill-person" is not safeguarded or have access to their meds and then WORSE - the public is NOT protected from them.
They should be housed with care at home or in institutions of care.
