Do you think that the WICB sends 10% of the foreign players contracts to their home boards? Nah man, doesn't happen.
The Hindian Board sends that 10% voluntarily. I think they're trying to keep the peace because they rely heavily on foreign players for the IPL but they don't allow the Indian players to play in the 20/20 organized by other boards.
