The law says whether raised or planted is legal if any part of the foot would have been behind the line.
Many spinners do not ground their entire foot when bowling

In reply to Maispwi Well, it doesn't bode well with me at all...change that rule. It doesn't make sense. Toes should be on (at most) the popping crease as the ball is released. Full facting stop.

Foot does not touch popping crease - delivery, legal; front part touching/on popping crease - delivery, legal; so, if heel just touches popping crease, bowler is leaning over to carry momentum as he delivers ball & heel is no longer touching (but, initially did), then that delivery is legal!!?
