People told him keep his plant closed. First he threatened to move it, then he opened it anyway in defiance of the county ordinance.

Musk does not fear the misdemeanor charges involved. His actions are just noise. He cannot relocate that simply or easily.
There is a reason why his plant is located in the San Francisco area. He needs the research capability of the area, and there is a barely adequate network of refueling stations here. He may be mostly done with developing his electric car technologies, but he still needs to develop the refueling infrastructure for the cars to sell.
Here in the San Francisco area they are a very limited number of strategically located refuelling stations. I doubt if there is any in Texas.
