When any government reaches a point where it cannot provide a safe haven for its citizens , its has failed.

The Gov't cannot micro manage everything, it come down to the elders in society who suppose to pass on decency to their children. How could a human being rape anyone, especially an eight-five year old woman? Society in the Caribbean need some big changes.
