Exactly.
You have to design out the careless or stupid element.
Jailing this guy is not going to prevent another attack.

What do you mean 'design out'? Are you referring to the dogs, the owners, or both?

Well, in TnT there is an existing Dogs Control Act to deal with dangerous breeds. But it's only when an incident such as this takes place that the cobwebs are dusted off. There's little or no enforcement otherwise.

Design out meaning adding controls to prevent a repeat of the incident, and not hoping that another uncle is more careful.

Licensing certain breeds
Owners’ and premises’ assessments
Banning certain breeds
Public awareness programs

yeah, these dogs are just plain dangerous. You can own one or several for 10-20 years without any incidents but conversely you can adopt the most friendliest pitbull ever and despite how well you are trained to handle pitbulls, it could turn on you or a loved one in a heartbeat for no apparent reason.

The uncle's reckless disregard for the welfare of his flesh and blood in favor of a nasty beast of a dog is the problem. I want him to make jail.

Did you read the initial story of how the beast mauled the little girl? And how the uncle didn't return in 15 minutes to yank the dog off the child but it was too late then, of how the dog kept on eating the child' throat as onlookers try to intervene but the beast refused to budge.

And they have tons of people who would defend the actions of these dogs with their lives and proclaim "it's the owner's fault why the dog is like that".
