Caribbean Teachers have been recruited for decades and have made tremendous differences all over.

Black American schoolchildren get a bad rap, but the PISA results in 2015 indicated they were/are doing as well, if not better, than their counterparts in Trinidad & Tobago (who participated in that round of the test programme, which are held every three years). Jamaica took part last year (held over from 2021 because of Covid) for the first time, although the results aren't due until later this year.

You all realize PISA test is meaningless and serves NO educational value. It is a test created by the OECD,an economic entity(not an educational one) to purportedly assess educational quality by making standard comparisons in Math and Literacy. The problem with this is those who create tge test have no expertise in education whatsoever but when has this ever stopped economists?
Worse, as a Western institution it them emphasizes what counts as knowledge in a Western sense and worldwide policymakers have blindly followed this test which has no curricular foundation. It assumes ALL 15 year olds worldwide should be at the same level in these domains despite different experiences. There is a LOT of literature critiquing PISA and its cousin TIMMS. It is just more neoliberal nonsense which has no mooring whatsoever in EDUCATIONAL values.

Are you suggesting that Jamaica may not rank that highly?
Why assume they have no expertise in education? Can they not employ experts in that field? Isn't education a relevant subject for a body interested in developmental economics? If the OECD issue reports on comparative health statistics (life expectancy, infant mortality, etc.) would you reject those on the grounds that economists are not doctors?
Does this mean the tests may be of educational value in a Western sense?

The OECD is an economic entity whose committment is to the economic imperatives of capital. That means they see education as a means of developing workers(and I don't mean workers who are critical, I mean just do as the boss says). It is at the very root of standards based education as pushed worldwide such as No Child Left Behind, Race to the top.
The value is economic competiveness not what purpose education serves educationally. Such standards based education has been pushed by IMF,World Bank, OECD, neoliberal economists such as Milton Friedman and the Bill and Melinda Gates Foundation. Search these people Sahlberg on GERM, Fuller &Stephenson (201, Froese-Germain (2010), Jang(2017).

The question you need to ask is WHY would an organization committed to the economic advancement of the developed countries want these statistics? Also why would they promote an educational agenda that is then projected on to the entire world? With global organizations one must always examine and question the motives? They are NOT interested in educationin a philosophical sense. They are interested in producing workers keep the international neoliberal capitalist machine working. Always question power and why and how it is used. We do not do enough of that.

The test cannot be based in educational value as the tests have NO curriculum. The tests are based on what those who write the tests assume all 15 year olds should know regarding Math etc
So should a fifteen year old in a remote rural area be expected to have the same knowledge as the urban 15 year old especially if there is differential access to schooling?
Are cross country comparisons valid given their different contexts? Every test we did in school /university etc was based on some specific curriculum-CSEC,A'Levels or our courses. PISA has no such foundation. It means then the items are culturally biased(as are all test items btw) but it seeks to compare across cultures
