Embrace all top level T20 leagues
as a platform for early intl exposure.
Integrate developing windies players in intl intermediate leagues.
Use reg T2O and S50 platforms with more intl players.
Sequester top 50 windies players in Guyana for boot camp drill training on playing spin bowling, thinking as a test cricketer occupying the crease for multiple sessions or days, partnership building strategies, mindset and rotating the strike all while playing tight spin bowling on slow wickets ie Step Up Windies Dev Stream to Intl Level.

How do you propose getting windies to survive 5 days vs Ashwin?
Slowly international teams will stop coming to the islands....the selfish bunch of players over the past 2 decades especially have caused immense damage to cricket in the region...

Its really easy to say what to do, but one must also come up withe "how to"

What to do= this is usually the easiest to say and there is no shortage of ideas
Why to do it= this could be obvious
How to do it= This is usually the hardest= money, resources, lack of brain power,
Who needs to do it= this is hard to do for WI cricket, insularity

Cricket at the club level is an amateur sport, and it been that way from the beginning, some players ar under CWI contracts, are there structures in place to assist contracted players?
One only has to listen to Clive, Richards and others speak, to understand the development structure that assisted them.
There are two indoor facilities in the region, as far as I know, one at QPO and the other at Cave Hill.
The one at QP is for its members, Cave Hill you have to book it, there is a fee.
I played for Yorkshire and bought my own gear, practice sessions were, on Tuesdays, Wednesdays and Thursdays from 4 pm - 6 pm, with about 40 club members, tell how many players will get practice.
Now you tell me what has changed since the 60's.
Schools in most of the international arenas have more training facilities than we have in any of the territories.
While the rest of the cricketing world finds modern ways to develop players, CWI continues to believe the talent is there, it will develop by itself.
