“In my view, the slow progress is not a consequence of the limited diagnosis of the issues because we all know the issues and we have repeated them over and over,” Shallow continued.
He said the deficiencies of the past, which were identified by Hall, persist today and include limited financial resources, the composition of the CWI board (governance), the deficiency in coaching in our region and inadequate facilities and infrastructure in the Caribbean.“Where do we go from here?” Shallow asked.

He said his optimism didn’t come from through the lens of blind optimism or wishful thinking.“I will not attempt the mislead or fool you in suggesting the task ahead is easy, seamless or a smooth highway. In cricketing terms, we are not batting on perfect pitches but there are certainly sufficient reasons to be quite optimistic,”“we have a plan. A plan that is comprehensive, bold, robust and viable. With this plan, I have every confidence that we are going to make progress.”Shallow said the plan is grounded in the four pillars of cricket development - human capital, commercial and marketing and governance.

He revealed that CWI is currently revamping the franchise system and that a delegation is in T&T assessing the franchise system.“The intention is to have them go across the region and review, advise and make recommendations to the board in terms of how we can improve the franchise system which we are spending US$400,000 every month. It is a massive investment,” he added.He also noted that CWI is currently engaging the Caribbean Premier League to explore a domestic T20 league which he said is critical if the region is to identify the new talent.

In terms of governance reform, he said: “Slowly by surely.”
