It’s highly unusual to hack pagers seeing that it’s hardly ever, if at all, used by the wider public

That makes it a low tech way to communicate and avoid intelligence gathering.

If you work in highly technical fields especially in Top Secret Classified environments, where you are locked out from bi-directional external communication, pagers are widely used.

In regular low technical areas for people who don't need to know much about what is going on, Pagers are not critical as the information that they utilize is not important.
