Two Tier is not the same as two divisions

Let's have some clarity on this very sensitive issue. Two tier is a market value split, with the big 3 and supportive markets in the top tier, while a two Divisional system implies a split by rankings with a promotion and demotion system. If it's two divisions, at the end of the next test cycle the top 6 go into division 1 and the bottom to div 2. If it's market value, then, the less financially viable teams are grouped together awaiting extinction. A two division may reignite interest while a two tier will reduce the test playing nations eventually.

Good point. Interesting that the discussion is being done among big 3 initially rather than among all test playing nations so that all can give comments.

A 7-5 split, rather than 6-6, has been mooted. That probably makes sense from two perspectives. i) More likely to get voted through, although I confess I'm unsure about the level of support such a major overhaul would require; ii) 7 teams lends itself to a six series, three year-cycle, all teams playing each other home & away (India and Pakistan, take note). In this scenario, it would make things more interesting if the bottom two sides were relegated.
