The Venezuelan government might be considered by some as pragmatic. If their petroleum is what going to make the USA not meddle in their internal political system, so be it. This cannot be good for Guyana in the long run, especially if US develops an interest in Venezuela, they might be force to role in favour of Venezuela against Guyana.

Venezuelan oil infrastructure is in disarray and will need years to come back to full production.
How will the US get heavy oil to the 128 oil refineries in the middle of America?
No pipeline exists for such; then again, to pump such oil, it must be mixed with kerosene.
Upon reaching oil refineries, kerosene must be extracted before distillation.
Major problems exist. Only approximately 30 refineries can process American oil.
They are purchasing Canadian heavy oil at 45/50 dollars per barrel.

Only if Venezuela transports more oil to Jamaican Petroleum Refinery but less likely especially since US is taking an interest in their oil.

I thought Trump and the Republicans wanted to eliminate environmental regulations in order to do more domestic oil drilling and production instead of relying on foreign oil???

US oil drilling and refitting of infrastructure for the type of oil required by US, will take years to develop. In the meantime they have to rely on oil imports.
