Well, it looks like another Bill to fleece the common man of America. It is amusing that the Republicans admitted that the big spending in the Bill is front loaded. it looks like it is a move by the Republicans to take the tax breaks and run, worry about the cost to the country later, if ever.

Is the no tax on tips a disguise to let Wall Street people get hefty bonuses tax free, the average service worker not reporting tips so he already paying no taxes?

the income level is way below wall street, but it seems they, along with the employer, will pay FICA

That tax on tips is a kinda red herring as don't your income has to be above a certain threshold before taxes kick in.
