you are aware that tiger scored 9034 runs in 115 innings between 2002, the last year his average was under 40 to 2015 when he retired.....that is an average of 79.

That's 115 Tests, not innings. Shiv's Test average in that period is 56.81, not 79, and 54.73 for the 2000s as a whole. Admirable numbers, of course, but the era from ~2000 to 2015 is generally considered a batting-friendly one, where a Test average over 50 was not as exceptional as before.

When one also appreciates that the Cricinfo survey involves ODIs and T20s, as well, it will readily be seen why Joe Root, for instance, could rightfully be rated above Chanderpaul. More runs, more hundreds, at a slightly better average, and at a significantly faster rate.

No doubt, in such ranking lists, there is what may be called a 'recency bias' and a 'major team bias' but Lara, Warne, McGrath et al, arguably benefited from those back when lists of the leading 20th century players were compiled.
