Why do West Indian cricketers regress ?

Because that's the age when they have to feed their family. In addition, the coaching is weak. When younger, players can get by on talent. When older they must be technically and mentally correct to succeed.

because the system is not set up for them to go into a league and feed themselves in a sustained manner.
They are on their own unless they shine

I think the stagnate rather than regress. The seem to remain in the youth player mold without adapting to the demands of the next level. So it may be an issue of skill and technique, not being exposed to new and different opposition and types of pitches, inadequate coaching or just an unwillingness on the part of the player to improve their game.

There is no regression among West Indies cricketers at all. To think so is to miss the point - that natural talent can only take you so far.

West Indian teams have dominated internationally whenever their players were given the opportunity to improve by playing first class/league games in other countries to hone their game in the absence of a competent domestic structure. I believe this has always been the case, but am not sure of the 50s and 60s.

Simply put, West Indian played county extensively in the 70s and 80s, hence their solid schooling in the the long game in England carried over to Tests.

When that participation declined, so did the Windies Test team.

Current West Indian leadership in international 20:20 is a result of their players playing in IPL and other international leagues. Simple.

In short- West Indian players do well with their superb natural talent if they can find a international structure to support them to play and continuously evolve at a high level, instead of their pi$$ poor board.

Where that facility is not available they seem to 'regress', but in reality they are merely being outplayed by a better supported competition that is learning and progressing faster.

Put explicitly there is no sustainable employment for 19 year old players ....the odd regional game does not give them sufficient experience or income.

In England there are full time junior pro contracts and second eleven competitions
